The bags keep falling into the trash once we put something in it which makes it pretty annoying and inconvenient to use. It seems like the bags are too small for our 13-gallon trash bin.

All of the bags are unusable. They appear to be sliced up inside the box, but the outside of the box is completely in tact. Or maybe they melted. I dont know they are just unusable

Hefty.... ARE YOU PAYING ATTENTION???   What the other reviewers are saying is exactly correct!!
We don't want a small bag that at maximum capacity ssssssstretches to 13 Gallons, we want a Tall Kitchen Trash Bag THAT FITS OUR TALL KITCHEN TRASH BIN FROM THE START..... and the Drawstring Ties are a complete joke!!   Hefty, do you actually use your own bags??  If you did.... you'd agree!!   When new,  the bag only goes 3/4's of the way down the Trash Bin!

13 Gallon Sizing is a Joke

These are bags far better than Glad bags. Easy to close and you can really pack them full. Very happy we switched.
